Why the HTTP 403 error appears?

Proxy Blocking

The address could be blocked if your computer is running through a proxy. Employers typically set up proxies for their computer networks, which block certain websites from being accessed by employees.

Server Side

The server administrator could be responsible, if she needed the website to be blocked during maintenance or for other reasons.

The website hosting service may decide to forbid access to the website. This is typically due to a violation of the terms of service by the other party.
